8th District Black Leadership Caucus

January 24,2009

Meeting opened up with prayer in unison by the members present.  Discussion followed concerning a regretful mix up on the December meeting which was corrected during the meeting, by President Copeland and members of the Caucus.

New Business

Nominating Committee for new officers
Request of officers and positions to be filled in the upcoming election. List to be mailed or emailed out to all members prior to election. Chair of nominating committee RG

2009 Banquet Date: April 11,2009
Place: Hoke County
Sheriff Peterkin working toward finalizing the place for Hoke County
Announcement will be made at the February meeting. 
Speaker open for discussion
Invitations to political leaders that went into office in 2008 needed.

Activating Youth
Getting more youth involved in the 8th District in the future.
Getting the word out in the different counties concerning the 8th District through the media in the various counties:

Next meeting February 28, 2009 11:00 a.m.  Elections will be held.  Members of the 8th District Black Leadership Caucus are asked to be present.

Website- Back up and running with new information. Site will be updated with pictures from the Concord Banquet.

2009-2010 Banquet discussion for tentative host counties:
Hoke / Mecklenburg

Primary election report- Can be obtained from State Board of Election website.
Compile the percentages of African-American voters in the 8th district. 
May primary for Richmond County consisted of 41% African American voters. 
The district needs to do more to educate our students on voting now.
Federal observers are scheduled to be in each county in November for the general election. 

New Business

November Election-
Sunday voting may be possible in each county per Walter Rogers. See Board of Election members.
Non processed people in jail can be registered to vote
Make an effort to register nursing home voters.
More education on the following topics needed:
Voter education process
Spoiled ballot process
Provisional ballot process

April 19, 2008

Meeting opened at  11:16 a.m.; Walter Rogers presiding.   Any business conducted for the banquet can be taken care of at this time.  The update from the annual banquet was given.  Everyone that was in attendance greatly enjoyed the banquet.  Any county that would like to host the banquet for 2009 & 2010.  A question on the floor for future reference, is it in a rotation for counties to host. 

Counties that have hosted Scotland , Richmond , Stanley , Anson, Cabarrus

Hoke, Cumberland , and Montgomery to ask if they are interested in hosting the banquet.  Caucus business, tapes from the banquet are ready.  $7.00 each and sell them for $12.  DVD's are available.  Please give the names to the Secretary if interested.

State meeting did not take place due to the timeframe of the conference.  Concerns for future banquets can be shared at the next meeting on June 5th.

Meeting opened by Secretary, with the Lord’s Prayer in unison by all in attendance.

County Reports

 

Union  Working with the school system in the county to work toward changes that will make positive changes. 

 

Federal On Site review for the Head Start program.  800 items searched and only 10 sited. There will be more funding for the Head Start program.  There is a building being renovated for an addition to the Union County Community Action Head Start program..

 

Anson – January 1st Anson County NAACP will have Martin Luther King Day January 21st , 4 possible churches to host. NAACP Freedom Fund Banquet will be Feb. 9th,

WADE radio station proprietors came out to the meeting to discuss how they would like to be involved in the 8th District.

 

Richmond – Martin Luther King Day Gala January 18th, January 19th Prayer Breakfast East Hamlet Community Center,  January 20th Ecumenical Service

January 21st. Monday – Parade 10 a.m. Noon Luncheon at Wayman Chapel Faith Center, 7:00 p.m. Richmond County Youth will perform at Leak St.

 

New Veteran’s Center in Richmond County, in early 2008.  Near the present Hamlet Hospital.

 

Scotland- Ben Vereen spoke in Scotland Co. where he was born.  He will also return for future events.

 

Banquet Report – Discussion tabled because the committee was not available for comment.

Old business: 

Website update by Anthony Copeland, proud of the site and would like all that are interested to go on and look at the site, www.8thblc.com

 

Update of the elections for Richmond County from Mr. Rudolph Goodwin.

Instructional sheets need to be sent out to churches to inform members of the need and  their rights to vote.

 

Banquet Update:

Legal Rights of Drivers need to be addressed during the workshops.

NAACP Richmond County – Mrs. Maske stated that you must have your license on your person.

Signing registration cards can keep you from getting a ticket.

Need to address laws that affect the African American community that we are or are not aware of their rights.  Education means everything.   

The State Caucus will have their State meeting the morning of the banquet in Laurinburg.  Proceeds for their function will go toward the 8th district banquet.

State Contracts and bids should be added to the list of topics for the workshops. 

Anthony Copeland stated that Diversity Newspaper features all of the State Contract.   He stated that they would be a good contact to conduct the workshop.  Copeland will make the contact.

 

Workshop leaders need to be chosen.  Suggestions needed. 

 

Timeframe to get workshops structured during the day of the banquet.  Copeland stated that it would be a great asset to have a Quarterly Newsletter concerning issues in the different counties served in the 8th district. 

** Reminder**

AME & Baptist Association letters from the 8th District need to get a letter out to the churches.

Educational Update:

North Carolina Central University offering scholarship.  African American students need to apply for the same scholarship opportunities.

Vice Chairman and PR Chair Walter Rogers gave the Banquet Report-

The banquet will be held at the Highlands, in Laurinburg, N.C. Saturday, April 12,2008.

Plans are as follows concerning the banquet.

Sponsorships opportunities for Corporations through letters to the Corporations.

Letters will also go to all State Senators, Congressmen.

 

Deadline March 15, 2008 for ads for the banquet

Each member of the Caucus can join the following committees to assist in the success of the annual banquet.

•  Reservations/Invitations

•  Speaker Dan Blue, Former House Representative.  (Mr. Rogers will make sure Mr. Blue is taken care of)

Chairman Anthony Copeland requested that Mr. Rogers set up a list of committees for the banquet committee

 

Workshops for the banquet: Education, Economics, Law & Judicial System, Healthy Lifestyle, Self Help and Economic Empowerment, etc.

Mrs. Betty Gholston, requested that one of the workshops address Adult Education refresher for displaced workers.

 

Mr. P.E. Bazemoor stated that we can't afford to get away from educating our youth.

Mrs. Betty Gholston asked if the workshops would be open to the public. Mr. Walter Rogers stated that the workshops will be open to the public.

 

Mr. Anthony Copeland, stated that there are some college students to conduct the workshops. Contact St. Andrews to donate some time toward the workshops as college credits.

 

Mr. Walter Rogers stated that the State Black Caucus meeting, cancelled for the month of October. In the September meeting Mr. Rogers shared the finalized copy of the Bylaws for State Black Caucus.

 

Mr. Rudolph Goodwin requested the Secretary's Report be given at this time. – Minutes from the September meeting. Subrina Hough, Secretary, read the minutes from the September meeting. She stated that the minutes were limited due to the focus of the September meeting being directly on a presentation given by Mr. Leon Gatewood concerning the building of the 8th District BLC website.

Suggestions given to make sure all that would like to receive copies of the minutes would be able to do so.

 

The question on the floor next was concerning the use of the Robo-call feature and how it can be set up to all Caucus Members. Walter Rogers & Subrina Hough will work together to get access.

Anson County Report - Donnie Lewis- Banquet cancelled for November 3 rd

HOLLA!/Hampton B. Allen Literacy Festival – Feb. 3 rd .

GOTV Tent – Carol DeBerry gave report

Montgomery County Report – Anthony Copeland- Municipal candidates running for offices. Mr. Copeland asked to serve on the committee by the Mayor. Brewtonville Community asked to be a part of the community in Candor.

Nooses coming up all of the state right now. Packing company in break room. The last name is Markes. Pushing for a press conference and Mr. Copeland suggested that the complainant follow protocol with the NAACP. In representation of the Caucus or NAACP, wait to hear from the

 

Union County Report – P.E. Bazemoor Election Oct. 9th run off Nov. 6th . Trying to build civic center. All of Union except for Monroe. For over 4000 registered voters and only 600 went to the polls.

Pastors becoming more involved than ever in Union County. Prior to Civil Rights Pastors were leaders, now that are not even following.

 

We need county representation to have a voice on the district level.

 

Cleo Ferguson, churches need to be impacted. AME/ Baptist, Bishops/Presiding Elders. Mrs. B.G stated that we need to look at the importance of the church.

Mr. Richard Doctors stated that the men of the church of sat down and the women have taken over the church. AME conference is in June. Quarter conference in December.

 

Ernest Collins stated that a letter needs to be sent out to the Association of the Baptist Churches. Anthony Copeland requested a copy of that list.

 

NAACP needs to send a letter also.

 

Mecklenburg County Report- No report

 

Richmond County Report - Rudolph Goodwin , Dr. Wells and son running for Hamlet and Rockingham City Council. Voting more important to African Americans now than ever. Precinct officials needed that look like us. You can go in with anyone to help them to vote as long as they request your assistance.

 

Scotland County Report - Working with displaced worker from J.P Stevens. Industries are moving out to Japan and other countries. Wagram City Elections. Reelections

Last month after meeting, workshop for candidates in Scotland County with Louise Learson.

Position pay plan in Scotland County.

Minutes/Saturday, August 25,2007

11:15 a.m.

 

 

Meeting called to order by Mr. Anthony Copeland.  The first order of business was the Treasurer's report by Mr. Ernest Collins.  Report given and sent to the Secretary to be recorded. 

 

Old Business

Discussion on the building of the future website of the 8th District BLC. by Gatewood Marketing.  A representative of Gatewood Marketing will be contacted to attend the next meeting to discuss the format of starting the website as soon as possible.  A call will go in to Mr. Leon Gatewood for purposes of building and maintenance of the website.

 

The next order of business is to prepare for the October meeting with a candidate accountability forum of both local and state officials being present to speak and discuss community issues that are vital.

 

Annual Banquet to be held in Laurinburg in April of 2008.  Report will be given by Mr. Walter Rogers at the next meeting.

 

Discussion for the 8th District to assist in the Jena 6 tragedy in a monetary manner.
